President John Fitzgerald Kennedy (centre) is surrounded by some 325 foreign educators today whom he spoke briefly in the Rose Garden of the White House. Kennedy told them he hoped the United States can develop "a cult of excellence" in the quality of schooling in the US. The educators are in Washington completing a 6 month educational exchange program sponsored by the State Department. 16 February 1962
