These barracks were planned and constructed by Captain Fred. Brine, Royal Engineers, an officer of great engineering ability, who has seen a good deal of Japan since he has been there, and who is at present studying the manners and customs of the Ainos, a tribe of Yeso distinguished by some curious features.
