He is shown dressed as a sailor; with a ship in the background as a tribute to the work he did in bringing about legislation regulating the loading and seaworthiness of merchant ships. It is for him that the Plimsoll Line is named. Samuel Plimsoll (1824-1898) an English politician and social reformer. Dated 19th century.
