But by 1774, when the first Continental Congress met, there was a growing sense of unanimity. Although the delegates did not call for independence, they did vote to cut off colonial trade with Britain unless Parliament abolished the Intolerable Acts. The delegates also approved resolutions advising the colonies to begin training their citizens for war.
