The first full meeting of the Equal Opportunities Commission, led by deputy chairwoman Lady Elspeth Howe and chairwoman Betty Lockwood (centre of picture), held in London. The Commission was an independent body established under the terms of the Sex Discrimination Act 1975 with the remit to tackle sex discrimination and promote gender equality. The Commission was absorbed into the Equality and Human Rights Commission in October 2007
