Planthopper (family Flatidae) nymphs. Planthoppers (superfamily Fulgoroidea) feed on plant sap using their needle-like mouthparts. Some planthoppers are a minor pest of a range of crops, but they cause little damage to healthy plants. Nymphs of Flatid planthoppers have a tail of waxy filaments, as seen here.
