Almshouses were provided through charitable donations but residents were hand-picked. At Dowel's Retreat only 'respectable women' were admitted. Birmingham's first council houses built on Ryder Street in 1889, proudly displayed Birmingham's 'Forward' coat of arms. However, the rent of five shillings and six pence per week was too expensive for many working-class people.
