He is carrying compressed air in tanks on his back (not seen), which supply air to his breathing apparatus (mask on face). This allows him to work in a smoke-filled atmosphere. Reflective strips (silver) help to improve his visibility in a smoke-filled environment. He also has torches (yellow) secured to his harness.
